- Counsel to the General Management in the Management, coordination and supervision of the implementation and development of a Quality Management System.
-Plan and implement monitoring, measurement, analysis and improvement activities to ensure that each unit defines, plans and implements monitoring, measurement, analysis and improvement activities coherently through the organization.
-Plan, execute, report, record and monitor the internal audits of the Quality Management System.
-Initiate, execute and document the corrective and preventive actions taken in response to the deficiencies of the quality system.
-To advise the General Directorate on matters related to Directive R-CO-64 of 1st. of July 2005 (La Gaceta No. 134 - July 12, 2005) on the Specific System for Risk Assessment.
-Generate strategic information and information inputs that serve as a basis for the formulation of public policies that guide institutional action. (National Development Plan, Investment System, International Cooperation and Institutional Reform).
-Take part in the actions developed by the Ministry of National Planning and Economic Policy for the coordination of institutional programs. All MIDEPLAN links.
-Evaluation of the results in their institutions related to compliance with the programs and organizational objectives outlined. (Evaluation and Monitoring).
-Assue and coordinate the preparation and monitoring of the Institutional Operational Plans (PAO).
Unit of Information and Communication Technologies
- Coordinate, execute, control and supervise the computerized data processing systems and applications of Fonafifo.
- Advise the General Directorate on the establishment of institutional IT policies that guide the institution in the vanguard of the field.
- Manage computer systems to support the management of the different units of Fonafifo.
- Carry out periodic backups of institutional information.
- Ensure the updating of programs and computer licenses that Fonafifo should have.
- Advise the General Directorate to develop training programs for Fonafifo staff to develop the proper use of different computer applications, in order to achieve the optimization of equipment and systems.
- Advise in the development of preventive and corrective maintenance programs of the institution's computing resources.
- Submit periodic reports to the General Directorate on the work carried out.
- Carry out any other functions related to its general objective assigned to it.

The main functions of the Administrative-Financial Management are:
- The Administrative Direction of the Fonafifo will be in charge of the functions that serve as support so that the units of the Technical Functional Area carry out their tasks efficiently. The main functions of the Administrative-Financial Management are:
- Plan, direct, coordinate, execute, supervise and evaluate the administrative, financial and accounting tasks necessary for the proper functioning of the Fonafifo programs.
- Issue the rules and procedures for the efficient and effective compliance of the administrative, financial and accounting tasks of Fonafifo.
- Manage the accounting, financial and budgetary control systems of Fonafifo.
- Formulate and execute the Budget and the Operational Plan assigned to the Board and evaluate its compliance.
- Manage the Human Resource, as well as apply the established disciplinary rules, including the hired personnel.
- Plan, organize, execute, control and evaluate the plans and training programs of the personnel of Fonafifo.

- Plan, direct, coordinate and execute the administrative processes related to aspects of supply, control of goods, general services and human resources, contributing to the fulfillment of the objectives of Fonafifo.
File Unit
- Direct, coordinate and supervise the implementation and development of an Institutional File System.
- Collect, keep, organize and facilitate the consultation of the documentation with administrative and legal value, produced and received by the institution, whatever its support (manuscripts, printed matter, graphics, audiovisual, computer, etc.) complying with articles 40 and 46 of Law 7202 and 61 to 46 of the same regulations.
- Advise the General Directorate on matters related to Law No. 7202 of the National Archives System.
Institutional Supply and General Services Unit
- Provide the goods, supplies and services required by Fonafifo, for the achievement of institutional objectives, complying with the laws, regulations and established procedures, maximizing resources in an agile and timely manner.
- Execute the administrative contracting processes of the Institution.
- Control of institutional assets.
- Registration of information in the SIBINET system.
- Elaboration and follow-up of the Plan of Acquisitions of the Trusts.
- Acquisition of goods, supplies and services to provide support to all areas of the institution.
- Control of the Suppliers Registry.
- Registration of information in the MerLink system of the Ministry of Finance.
- Control the use, maintenance and repair of goods.
- Carry fuel and mileage control.
- Control of general service contracts and institutional publications.
- Offer the support of the courier service.

Human Resources Unit
- Perform the necessary basic activities of Human Resources oriented in the planning, organization, development, coordination and control in order to promote the efficient performance of the personnel of Fonafifo.
- Carry out the process of selecting institutional personnel.
- Prepare and follow up on the Training Plan for functionaries to provide them with tools for their better performance.
- Coordinate and monitor the performance evaluations of the human resources of Fonafifo.
- Control holidays, disabilities, files, performance evaluations and everything related to the specialty of each of the functionaries and ex functionaries of Fonafifo.
Occupational Health Unit
- Plan, manage and make the necessary changes in the Fonafifo occupational health program.
- Report to the Administrative Director the status of security in the Institution.
- In case of accidents, it must investigate and maintain a record of them, as well as take the necessary corrective actions. Observations and recommendations must be presented to the director.
- Coordinate security training programs.
- Develop and coordinate a medical attention program.
- Make inspections for the purpose of discovering and correcting unsafe practices.
- Review and approve according to the security, the acquisition of new equipment and structural facilities.
- Supervise fire prevention and first aid activities.
- Carry out safety checks in relation to techniques and materials in the performance of laboratory tests.
- Contribute to monitoring the cases of illness or absence from work of laboratory personnel, in case they could be related to the work.
Financial Department - Accountant
- Fulfill the financial requirements of Fonafifo, and ensure efficiency and effectiveness in the administration of resources as established in the Financial Administration and Public Budgets Law and related regulations.
- Guarantee the timely and adequate compliance of all stages related to the management of Fonafifo's financial resources, which are: programming, formulation, execution, control and budgetary evaluation.
Accounting and Budget Unit
- Review of financial statements and investment reports, provided by banking entities.
- Special accounting for projects when deemed necessary
- Preparation of information for public institutions (such as Ministry of Finance, Central Bank, National Accounts and National Treasury).
- Review of accounting reports submitted by beneficiary organizations of payments for environmental services.
- Preparation of the Financial Statements of Fonafifo.
- Perform the electronic recording of the accounting operations carried out during the budgetary execution process of Fonafifo, in the information systems authorized by the governing body of the Financial Administration System, according to the competence defined for this purpose in the Procedural Manuals of the Integrated System of Management of Financial Administration and the current legal regulations. Propose, formulate, execute and control the budgets and annual operating plans of Fonafifo and ensure that the execution is carried out taking into account the guidelines established in the Financial Administration and Public Budgets Law, as well as the guidelines issued by the General Comptroller of the Republic, the Technical Secretariat of the Budgetary Authority of the Ministry of Finance and the Board of Directors of Fonafifo.

Treasury Unit
- Preparation and approval of payment orders to suppliers of goods and materials and payment of environmental services.
- Coordinate with the banking entities the transfers of funds required for the obligations of the institution.

- Custody of Participation and Compliance Guarantees.

The main functions of the Directorate of Environmental Services are:
- Propose to the Executive Directorate the institutional policies on environmental services that guide the institution at the forefront of the field.
- Coordinate activities related to the payment of environmental services in forest management projects, reforestation, forest protection, agroforestry systems and natural regeneration, among others.
- Carry out the request studies of contracts sent by the different regional offices, under the modality of reforestation, forest protection, watershed protection, agroforestry systems and natural regeneration, among others.
- Coordinate with other directions for the good progress of the projects with Payment of Environmental Services.
- Prepare information on the calculation of the metric tons of carbon that can be negotiated at national and international level, as well as other environmental services.
- Carry out joint actions with the different terms of the system in matters of environment and conservation.
- Coordinate and promote a close relationship with the National System of Conservation Areas (SINAC), the Ministry of Environment and Energy (MINAE) and other institutions interested in protecting the environment.
- Submit periodic reports to the General Directorate on the work carried out.

- Coordinate activities related to the control and monitoring of projects with payment of environmental services for forest protection, forest management, reforestation and agroforestry systems.
- Establish the necessary mechanisms for monitoring required by international organizations, donors, borrowers and benefactors of the different programs and feed the management and control system with data.
- Coordinate the work as counterpart in special studies hired by the Directorate of Development and Commercialization of Environmental Services if necessary.
- Execute agreements for the Payment of Environmental Services in reforestation projects, forest protection, among others.
- Manage the Geographic Information System of Fonafifo.
- Provide attention to both internal and external customers that require information from the Geographic Information System.
- Place in the Geographic Information System the projects that receive payment for environmental services, including the location of farms with overlaps.
- Preparation of maps and support materials for the other Directorates, Regional Offices of the Fonafifo, as well as for other Institutions that equest so.
Department of Payment Management for Environmental Services
- Propose policies, guidelines and institutional criteria regarding environmental services that guide the institution in the forefront of the field.
- Develop efficient mechanisms for the implementation of policies regarding the payment of environmental services.
- Carry out the activities of planning and monitoring of everything concerning the contracts and payments of environmental services of the projects presented to Fonafifo and coordinate with the relevant areas the good progress of this work.
- Propose priority areas for Payment of Environmental Services.
- Evaluate the contracts remitted by the different regional offices, under the modality of management, protection or reforestation for the Payment of Environmental Services.
- Other related to his substantive work.

- Plan, direct and execute actions that promote the competitiveness of the Costa Rican forestry sector, including financing actions and design of innovative financial instruments.
- Plan, direct, coordinate, execute, control and supervise the issues related to forest development activities generated from the substantive work of Fonafifo.
- Promote and disseminate the institutional policies in matters of forestry promotion of the institution and everything related to this field.
- Propose to the Board of Directors the institutional policies on forest development.
- Coordinate with other related entities the planning, definition and execution of actions related to the promotion of forestry activity.

- Coordinate all preparatory activities for the documentation to be approved by the General Directorate and the Board of Directors.
- Coordinate the preparation of appraisals of the credit guarantees.
- Carry out all the procedures involved in the administrative collection of credits when warranted, in coordination with the Legal Department.
Department of Forestry Development
- Develop financial and technical instruments aimed at promoting forestry activity in Costa Rica.
- Support the forestry sector in the introduction of new technologies, including those related to the reduction and utilization of waste, more efficient energy use and link of activity with initiatives related to the mitigation of climate change.
- Support the development of technical information on forest management and reforestation in Costa Rica.
- Prepare periodic studies and research to know the situation of the forestry and financial sector in the country to propose promotion actions related to the forestry sector.

The main functions of the Legal Affairs Department are:
- Establish institutional policies on legal management that guide the institution in the forefront of the field.
- Provide legal advice to the Board of Directors regarding consultations on legal issues related to the work of the Institution.
- Issue the necessary technical-legal opinions so that the Board of Directors can take the appropriate actions.
- Coordinate with the General Directorate the updating of laws, decrees, agreements, regulations, resolutions and any others that relate to the work of the Board of Directors of Fonafifo.
- Supervise in legal matters all contracts and agreements that Fonafifo maintains for the payment of Environmental Services as well as those generated from obtaining and managing the economic resources.
- Exercise the follow-up of the notarial works that are contracted to carry out the respective affectations of the projects.
- Elaborate the contracts that are generated from the relationship of Fonafifo with the different instances
- Make agreements with companies, organizations and institutions that are making use of natural resources.
- Process administrative appeals filed with the institution and draft resolutions in accordance with the provisions of laws and regulations, as well as participate in internal administrative procedures when requested.
- Propose or recommend legal modifications that improve the performance of the Institution and the projects.
- Advice on the legal processes required for the administrative contracting procedure.
- Prepare draft resolutions and recommend administrative sanctions.

Department of Contract Formalization

- Carry out the legal study of the requests for Environmental Services submitted by the different regional offices of Fonafifo.
- Perform the formalization of contracts derived from the payment of environmental services.
- Issue the legal resolutions that request on the specific subject.
- Advice on everything concerning environmental services from the legal point of view.
In Credit:
- Support the Credit Management Department in the legal documents that are generated as a result of a credit.
- Support the pertinent legal procedures for the judicial collection on behalf of Fonafifo with the respective instances.
- Advice the Credit Department on the legal instruments applicable to the different types of credits.
Legal department
In Legal / Administrative Aspects:
- Carry out all relevant legal procedures generated by the Administrative Directorate.
- Issue the legal criteria in the different contracts.
- Review the bid posters ensuring they comply with current legislation.
- Keep the Administrative Financial Director informed of the modifications that are made in everything related to administrative contracting.
- Keep the Directorates informed in all the legal guidelines of the different subjects that are worked on, for example: labor, administrative, disciplinary measures, etc.
In Special Contracts:
- Carry out the legal studies of the special contracts generated by Fonafifo.
- Prepare all kinds of special contracts and follow up as support to the different addresses.

The main functions of the Regional Offices are:
- Receive, process and coordinate the sending of administrative procedures and information of the projects, to the different central dependencies that make up the Fonafifo.
- Provide periodic reports to the General Directorate on the activities carried out or when requested.
- Disseminate the guidelines and guidelines established by the General Directorate and its Directorates related to the Fonafifo projects.
- Send requests for payment of benefits stipulated by law, as appropriate and after review of requirements established by central offices.
- Monitor, in coordination with the FONAFIFO Divisions, the projects in execution.
